Joint Resolution authorizing the Chair of the County Board, the County Clerk and the County Engineer to execute an agreement for the use of federal highway funds between the State of Illinois and Lake County for Phase I engineering services (Preliminary Engineering) for the proposed improvements to the intersection of River Road (County Highway 4) at Roberts Road (County Highway 35) and designated as Section 07-00086-08-CH.

· Phase I (Preliminary Engineering) is required on all federally funded improvements.
· This agreement provides for the county to receive 80% reimbursement for the cost of Phase I.

R E S O L U T I O N
WHEREAS, River Road (County Highway 4) and Roberts Road (County Highway 35) are designated routes on the county highway system; and
WHEREAS, the free flow of traffic at the intersection of River Road and Roberts Road is beneficial to the safety and welfare of the State of Illinois and the county as a whole; and
WHEREAS, the State of Illinois and Lake County believe it would be beneficial for the safety and welfare of the motoring public if the intersection of River Road and Roberts Road could be improved by widening and resurfacing and the installation of permanent traffic control signals or a roundabout; and
WHEREAS, Phase I studies are required to utilize federal highway funds for the above-proposed improvements; and
WHEREAS, the State of Illinois and Lake County are desirous of entering into an agreement to utilize federal highway funds for the above-proposed Phase I engineering services (Preliminary Engineering) setting forth the terms and obligations to each agency, a draft of which is attached hereto.
