· Lake County extended invitations for bid to five (5) vendors, and one (1) other non-responsive bid was received.
· IBM Global Financing, Atlanta, GA is the lowest responsive and responsible bidder for the upgrade and processer software and PSR, Inc., Dublin, OH is the lowest responsive and responsible bidder for the operating software and hardware maintenance.
· This contract will cost the County $845,769.99, or $281,923.33 annually.

WHEREAS, in accordance with Section 4-102 of the Lake County Purchasing Ordinance bids were called for by publication for an Upgrade of the Existing IBM Mainframe; and
WHEREAS, subsequent to said publication, invitations for bids were extended to the five (5) service providers; and
WHEREAS, sealed bids were received from two (2) vendors and opened in the County Building, Waukegan, Illinois on Friday, September 5, 2008 at 2:00 p.m.; and
WHEREAS, PSR, Inc., Dublin, OH is the lowest responsive and responsible bidder for the Upgrade of the Existing IBM Mainframe in the amount of $845,770.00 for a three (3) year period; and
