Ratification of Collective Bargaining Agreement for Facilities Department - Nordstrom

Body
The negotiating team from the Lake County Health Department and the Lake County Department of Human Resources have been negotiating with unionized staff of the Facilities Department and their representatives in the International Union of Operating Engineers Local 150 (Local 150) to set terms for a new agreement. The prior bargaining agreement expired November 30, 2022.

This is a four-year agreement beginning on December 1, 2022, through November 30, 2026, and covers 8 total positions in the Facilities Department. Part of the negotiation process included the resolution of the status of health and dental insurance coverage and associated expenses. The County agrees to continue employee medical and dental insurance through the Union "Fund" at no cost to the employees. This resolves any and all past disputes regarding premiums owed.

Below is a summary of the key issues updated through this agreement:

* Bargaining unit wage increases as follows:
o Effective 12/1/2022 - 3.25%
o Effective 12/1/2023 - 4.00%
o Effective 12/1/2024 - 3.5% Cost of Living Adjustment (COLA), Plus 4% Market Adjustment for Level III and 3% adjustment for Level II
o Effective 12/1/2025 - Same as non-represented employees of the county with a 2.5% minimum and a 1% Market Adjustment for Levels III and II
* Achieved a four-year agreement. Prior agreement was for two years.
* Agreement was reached on an increase in on-call pay and an increase to Snow Commander pay for winter operations.

We believe the agreement is favorable and recommend your approval of the terms. Concurrent with the process to receive your approval, the Lake County Department of Human Resources is moving this through an approval process with the County Board.
