Staff Summary
• Because all unused appropriations lapse at the end of each FY, it is necessary to “carry over” unspent budget authority from one FY to the next under certain conditions as defined in the County's Budget Policies.
• These carryover requests include incomplete projects and grants whose lifespans do not coincide with the fiscal year.
• These items must be authorized through what is termed an “emergency appropriation” in order to transfer the budget authority that was previously granted in FY2018 to FY2019.

RESOLUTION
WHEREAS, as part of the budget preparation for Fiscal Year (FY) 2019 and as part of the year end activities for FY2018, certain projects, items and activities have been identified in the FY2018 budget that, for a variety of reasons, were not completed by the end of the fiscal year; and
WHEREAS, it is necessary to reauthorize the associate budgets for the projects, items and activities in the FY2019 budget, which will be funded from the unobligated fund balances from the prior year.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that emergency appropriations for FY2019 in various funds for certain projects, items and activities which were budgeted in the prior year and will not be completed are hereby authorized as detailed in the attached listing, which is hereby made a part of this resolution.
