Staff Summary
· The Dislocated Worker Training National Emergency Grant (NEG) of $405,638 includes funding for occupational training and work-based learning program services and a percent for administration.
· The NEG will service 50 eligible individuals; individuals certified as long-term unemployed (27 weeks or more) or unemployed individuals identified as likely to exhaust their unemployment insurance.
· The NEG funds will cover tuition, fees, books and credentialing for occupational training programs in IT or healthcare related occupations; and work-based training wages.
· The program period is August 1, 2012 to June 30, 2015.

WHEREAS, The Illinois Department of Commerce and Economic Opportunity has accepted and provided a grant to the Lake County Workforce Development Department; and,
WHEREAS, the total grant for Lake County Workforce Development is $405,638; and
WHEREAS, this grant is for the program period August 1, 2012 to June 30, 2015, to provide services to individuals certified as eligible under the NEG; and
WHEREAS, this funding is expected to cover direct participant training costs with a percentage towards administration costs; and
WHEREAS, a CFY'13 emergency appropriation of $405,638 is requested to allocate these funds into the Workforce Department's county fiscal year 2013 budget and authorize acceptance of this grant.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that a CFY'13 emergency appropriation in the amount of $405,638 for the Workforce Development Department is hereby approved and that the Dislocated Worker Training National Emergency Grant. A chart of accounts is attached.
