Staff Summary
* Lake County established Lake County Policy, 3.9, Job Order Contract (JOC) Policy in December 2023, which states that all unplanned JOC project job orders exceeding a threshold of $350,000 require approval of the Financial and Administrative Committee prior to project job order execution.
* In August 2025, an Intergovernmental Support Agreement (IGSA) was signed between Naval Station Great Lakes and Lake County for demolition and installation support services.
* In October 2025, the Job Order Contract was modified to provide contractual capacity in support of the IGSA to a maximum of $26,000,000 per contractor.
* The United States Navy has appropriated and approved $11,379,000 for the first phase of demolition and partial remediation of Halsey Village military housing located in North Chicago, Illinois. This funding will be processed through Lake County to pay for the construction project, JOC service fees, and Lake County administrative fees.
* McDonagh Demolition Inc, Chicago, Illinois, has been selected as the JOC contractor to execute the demolition project.
* Per the terms of the IGSA, Facilities and Construction Services determined the use of the Job Order Contract is in the best interests of Lake County and best suited to support this project.
* This Committee Action authorizes the use of the Job Order Contract in the not to exceed amount of $11,379,000 for the Naval Station Great Lakes Halsey Village Demolition Phase 1 project.
