Staff Summary
* The County awarded a contract for the replacement of meters and installation of a fixed network for the automated meter reading (AMR) project.
* As a means to provide shared services, that contract allowed other municipalities to utilize Lake County meter prices and the AMR system.
* LRSD has elected to offer a program to its sewer customers in which customers can have a meter installed and receive a consumption based sewer bill.
* The proposed MOU allows the County to install meters for LRSD customers and for the County to obtain meter usage data from the AMR system and provide the data to LRSD for its billing purposes.
* The resolution authorizes the Director of Public Works to execute the MOU with LRSD.

R E S O L U T I O N

WHEREAS, the County and Lakes Region Sanitary District (LRSD) have entered into the 2013 Restated and Amended Agreement for Sewage Disposal dated as of May 14, 2013 (the "County-LRSD Sewer Agreement"); and

WHEREAS, pursuant to Section 6.4.B of the County-LRSD Sewer Agreement, the County and LRSD may mutually determine that LRSD has sufficient means for measuring Sewage flows of a defined group of individual Customers in order to bill and collect from such Customers based upon the actual volume, strength, and composition of sewage delivered to the County Sewerage System from such Customers; and

WHEREAS, pursuant to Section 6.5 of the County-LRSD Sewer Agreement, the County has the right to establish and enforce reasonable requirements for LRSD and its Customers for the installation, calibration, inspection, maintenance, repair and replacement of meters to measure each such Customer's Sewage or water use (as mutually agreed upon pursuant to Section 6.5.B) for the purpose...
