Joint resolution authorizing the execution of a Fourth Amendment to the Agreement for Sewage Disposal with the Village of Lake Villa.
Staff Summary
· The Village has requested the extension of sanitary sewer service to a proposed 37-acre, 44-lot, single family subdivision, commonly referred to as Falcon Crest, located north of Grand Avenue and east of Route 59.
· The County currently provides wholesale sewer service to the Village for a specific service area and has amended the Agreement from time to time to add new parcels with the most recent being the Third Amendment.
· The additional service area was examined and found to be consistent with the “Considerations and Principles Relating to Intergovernmental Agreements for Sewer and Amendment for Existing Agreements.”
· As part of this amendment, the Village has requested a third connection point to the County interceptor and has agreed to County ownership of the offsite sewer line in order to serve unincorporated parcels downstream of this project.
· This resolution authorizes the execution of the Fourth Amendment to the Agreement for Sewage Disposal with the Village of Lake Villa.

R E S O L U T I O N
WHEREAS, the County of Lake owns and operates a regional sewer system that serves a number of communities in the Northwest Facilities Planning Area; and
WHEREAS, the County entered into an Agreement for Sewage Disposal with the Village of Lake Villa on April 9, 1991, which Agreement was amended as of September 10, 1996, and further amended as of February 13, 2001, and again amended as of June 22, 2005;
WHEREAS, the Village has requested the County permit the extension of sewer service to a 37-acre subdivision located outside of the Village service area; and
