Staff Summary
· In October, 2009, the Lake County Board approved a two-year contract with PAETEC, Chicago, IL for Land Line, ISDN-PRI telecommunication services in the estimated amount of $79,111.
· The Purchasing Agent negotiated and signed a contract for these services.
· In the course of planning for the service conversion, PAETEC refused to implement services as agreed to and requested changes which would increase expense and cause a logistical burden.
· The Purchasing Agent extended the current contract on a month-to-month basis pending a re-solicitation.
· The service requirement is presently being re-solicited.

WHEREAS, at their regular meeting on October 13, 2009, the Lake County Board approved a two-year contract with three (3) additional one (1) year renewal options with PAETEC, Chicago, Illinois, for Land Line, ISDN-PRI Services in the estimated amount of $79,111; and
WHEREAS, the Purchasing Agent negotiated and signed a contract for these services; and
WHEREAS, the conversion of this services is complex, requiring a joint Vendor and County planning effort; and
WHEREAS, in the course of planning for the service conversion, PAETEC conveyed that they were unable to implement services as called for and requested changes which would increase expense and cause a logistical burden; and
WHEREAS, the Purchasing Agent extended the current contract on a month-to-month basis with the incumbent vendor pursuant to the terms of the current contract pending a re-solicitation; and
WHEREAS, the service requirement is presently being re-solicited.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the two (2) year contract with PAETEC, Chicago, Illinois, for Land Line, ISDN-PRI Services in the estimated amount of $79,111 is rescinded.
