Staff Summary
· The County received a Workforce Investment Act (WIA) Rapid Response Grant of $124,930 to provide funding for staff costs related to case management services to unemployed individuals certified as eligible under the Trade Act for the program period July 1, 2013 to June 30, 2015.
· The County also received a Trade Adjustment Assistance (TAA) Grant of $14,797 to cover costs related to the administration of the TAA Grants for the period of April 1, 2013 to September 30, 2014.
· The grant revenue along with $1,627.98 of program income generated through the County auction sale and petty cash balance require an emergency appropriation.

WHEREAS, The Illinois Department of Commerce and Economic Opportunity has provided a grant modification to the WIA Rapid Response Grant and the Trade Adjustment Assistance Grant to the Lake County Workforce Development Department; and,
WHEREAS, the total grant modification for Lake County Workforce Development is $139,727; and
WHEREAS, these grants are for the program period July 1, 2012 to June 30, 2015, to provide case management services to individuals certified under the Act and administration of the grants; and
WHEREAS, a FY14 emergency appropriation of $139,727 is requested to allocate these funds into the Workforce Department’s FY14 budget and authorize acceptance of this grant; and
WHEREAS, a FY13 emergency appropriation of $1,627.98 is requested to allocate these grant program income funds into the Workforce Development’s FY13 budget.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that a FY14 emergency appropriation in the amount of $139,727 and a FY13 emergency appropriation in the amount of $1,627.98 are hereby authorized. A chart of accounts is attached.
