· Lake County has received federal CMAQ funding, administered thru IDOT for 80% of the cost of this improvement, including construction engineering.
· This resolution authorizes the execution of an agreement between the State of Illinois and Lake County for the utilization of these Federal Highway Funds.
· $1,350,000 of ¼ % Sales Tax for Transportation and Public Safety funds are appropriated. This resolution appropriates $1,350,000 of ¼ % Sales Tax for Transportation and Public Safety funds for this improvement and Phase III engineering and designated as Section 08-00279-00-TL.

RESOLUTION
WHEREAS, Lake County PASSAGE is a cooperative initiative of IDOT and Lake County to implement the federal initiative for the Intelligent Transportation System (ITS) in Lake County; and
WHEREAS, City of Waukegan, Lake County and the State of Illinois believe it would be beneficial to the safety and welfare of the motoring public if traffic signals situated along Grand Avenue. (Green Bay Road to the Amstutz Expressway) could be modernized and interconnected with PASSAGE; and
WHEREAS, this County Board of Lake County, Illinois, at its meeting of June 10, 2008 authorized the execution of an agreement between Lake County and the City of Waukegan for costs of improvements for connection to Lake County PASSAGE associated with the traffic signals owned by the State of I...
