Joint resolution approving an emergency appropriation of $142,393.50 for Fiscal Year (FY) 2024 accepting additional funding from the Illinois Department of Public Health Comprehensive Health Protection grant.

Staff Summary
* The Health Department received $142,393.50 in additional grant funding for the period of July 1, 2024, through June 30, 2025, which was not previously appropriated because the grant resources were secured after the County's adoption of the FY 2024 budget.
* The Illinois Department of Public Health grant funds contractual services and offsets existing staff salaries and fringe benefits.
* This funding is to conduct inspections and investigations under the authority of the Tattoo and Body Piercing Establishment Registration Act and the Body Art Code, to implement programs to control infectious diseases, protect food, ensure safe water, and prevent health hazards from improper sewage disposal, to enhance client HIV risk screening, connect clients with prescribers, and provide access to medication assistance and adherence support, and to purchase mosquito control insecticides or contract for larvicide application to prevent West Nile virus, conduct bird and mosquito surveillance, and issue public notifications upon positive cases.
* If grant funding for the positions and services end, and new funding is not secured, the positions and services will be eliminated.

WHEREAS, the Lake County Health Department and Community Health Center has received a grant increase delivered by our Prevention and Environmental Health Units; and

WHEREAS, these dollars provide an increase in services to Lake County with no impact on local taxes; and

WHEREAS, the additional grant amount totaling $142,393.50 for the period of July 1, 2024, through June 30, 2025, has not been previously appropriated, having been awarded after adoption of the fiscal year 2024 budget; and
