Joint Resolution authorizing the Purchasing Agent to enter into an agreement with Word Systems, Inc., IL, to upgrade an existing Digital Voice Logging system, including maintenance plus renewals used by the Emergency Telephone System Board (ETSB) in the total amount not to exceed $160,428.50.
Staff Summary
• In 2000, the Emergency Telephone System Board acquired a Digital Voice Logging System manufactured from Word Systems, Inc., Oak Park, IL.
• The Digital Voice Logging System functions to record all incoming wire and wireless 911 calls, non-emergency calls, Voice over IP calls, police and fire radio traffic and provides instant play-back of all phone calls and radio traffic.
• There is a need to upgrade the current system, to integrate it with new updated recording cards, provide larger hard drives and faster processors, 100% redundant audio capture and Phase II Compliance with the current CAD system.
• The upgrade will permit cell phone call data such as caller location, time of call, and whether the cellular caller is moving.
• The Emergency Telephone Systems Board approved this upgrade at their regular meeting on June 3, 2008.
• The Purchasing Agent consulted with an ad hoc review group and determined that this upgrade is exempt from bidding.
• This upgrade will cost $160,428.50 and the total cost charged to account # 910-9000010-72280-000-000-000-00000.
