Resolution amending the Lake County Purchasing Ordinance in compliance with the laws of the State of Illinois.
Staff Summary
· The State of Illinois enacted Public Act 096-0170 changing Section 5-1022 of the Counties Code regarding the dollar threshold at which contracts are competitively bid.
· Currently, the dollar threshold at which contracts are competitively bid for goods, services and construction, materials, equipment or supplies is $20,000 and the dollar threshold for the use, purchase, delivery, movement, or installation of data processing equipment, software or services and telecommunications inter-connect equipment, software, and services is $25,000.
· The Act increased the dollar threshold for goods, services and construction, materials, equipment or supplies from $20,000 to $30,000 and revised the threshold for the use, purchase, delivery, movement, or installation of data processing equipment, software or services and telecommunications and inter-connected equipment, software and services, from $25,000 to $35,000.
· This Act is effective January 1, 2010; therefore, there is a need to update the Lake County Purchasing Ordinance, revising the thresholds to reflect these changes.

WHEREAS, it is the goal of Lake County to establish purchasing procedures to ensure that taxpayer funds are spent wisely and in compliance with the laws of the State of Illinois; and
WHEREAS, in 1986, Lake County adopted a Purchasing Ordinance; and
WHEREAS, in October 2008, the Purchasing Ordinance was last modified; and
WHEREAS, currently the dollar threshold at which contracts are competitively bid for goods, services and construction, materials, equipment or supplies is $20,000 and the dollar threshold for the use, purchase, delivery, movement, or installation of data processing equipment, software or services and telecommunications and inter-connected equipment, software and services is $25,000; and
