Staff Summary
• North Chicago School District 187 is the recipient of U.S. Department of Housing and Urban Development (HUD) Community Project Funding (CPF) for their facility renovation project, which requires a HUD compliant Environmental Review Record (ERR).
• Lake County, as a unit of general local government, is a Responsible Entity (RE) and is authorized to perform the ERR for certain funding entities that do not meet the definition of a RE, such as District 187.
• The terms of the attached Agreement have been reviewed by the State’s Attorney’s Office and are consistent with previous agreements to perform ERRs.
• The terms indicate that Lake County will be reimbursed for all expenses incurred in completing the ERR and will be used to offset the expenses incurred.

RESOLUTION
WHEREAS, North Chicago School District 187 received Community Project Funding (CPF) from the U.S. Department of Housing and Urban Development (HUD) for a facility improvement project; and
WHEREAS, CPF requires the completion of an Environmental Review Record (ERR) by a Responsible Entity (RE) as defined in 24 CFR Part 58; and
WHEREAS, District 187 does not meet the definition of a RE and has asked Lake County to serve as the RE and complete an ERR for the Project; and
WHEREAS, Lake County agrees to complete the ERR subject to the terms and conditions detailed in the attached agreement.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the agreement with North Chicago School District 187 is hereby approved; and
BE IT FURTHER RESOLVED, that the County Board Chair is authorized to execute the agreement.
