Resolution authorizing a Collective Bargaining Agreement (CBA) between the Lake County Board, Lake County Sheriff’s Office, and the Illinois Police Benevolent Labor Committee, Correction Division.
Staff Summary
• This is a three-year agreement retroactive to December 1, 2023 through November 30, 2026 and covers 133 positions in the Sheriff’s Correctional Division, which includes Jail Reception.
• Memorandum of Understanding establishing a temporary new hire bonus structure totaling $5,000, paid in two parts for new hires dated between December 1, 2023 and June 30, 2025.
• Establishment of a longevity bonus structure paying from $1,000 to $2,500 at 5-year milestones up to 30 years.
• Wage settlement of:
o Effective December 1, 2023, 6% across the board with a 4% special recruitment and retention increase.
o Effective December 1, 2024, 3.5% across the board with a 2.5% special recruitment and retention increase.
o Effective December 1, 2025, 3.5% across the board with a 1.5% special recruitment and retention increase.
• Jail reception settlement of 4%, 3%, 3% across the board for the same years.

RESOLUTION
WHEREAS, Illinois Police Benevolent Labor Committee has been recognized as the sole and exclusive bargaining agent for employees in the Lake County Sheriff’s Office Correctional Division; and
WHEREAS, the parties have reached a tentative agreement on a successor contract; and
WHEREAS, the County Board holds the final approval to ratify the terms of the tentative agreement reached.
NOW, THEREFORE, BE IT RESOLVED, by this the County Board of Lake County, that the Chair of the Board is hereby authorized to sign the Collective Bargaining Agreement attached hereto and make a part of this Resolution; and
BE IT FURTHER RESOLVED, that this Agreement shall be effective from December 1, 2023 through November 30, 2026 consistent with the Illinois Public Labor Relations Act 5ILCS 315/21.
