· The HCS Committee heard a presentation from the City of Highland Park regarding its request for funds and directed staff to prepare a resolution for consideration.
· The resolution would authorize the execution of an Intergovernmental Agreement with Highland Park for an amount not to exceed $100,000 for the project at the Karger Center.
Body
WHEREAS, the County is vested under State Statute with authority to protect and clean the environment and the groundwater; and
WHEREAS, the County has established a Brownfield Fund in an intergovernmental effort to reduce environmental contamination and promote the redevelopment of brownfield sites throughout Lake County; and
WHEREAS, guidelines have been approved by which the County can entertain requests from local governments within Lake County for brownfield funds for specific projects within their community; and
WHEREAS, the City of Highland Park has determined that there is a need for environmental remediation at the Karger Center, 1850 Green Bay Road in order to rehabilitate the existing building for use as a facility providing family support services to young children, school age children, parents, and adults; and
WHEREAS, the City of Highland Park has submitted a request for the County’s Brownfield Funds, with said funds to be matched by the City, to be used for cleanup activities that will result in environmental protection; and
