Title
Resolution authorizing an intergovernmental agreement between Lake County and the City of Waukegan regarding Lake County’s Belvidere Road Campus.

Staff Summary
· Located within the corporate limits of the City of Waukegan (the “City”), the County owns property located in the northeast quadrant of Illinois Route 120/Belvidere Road and Keller Avenue, commonly known as the Belvidere Medical Campus.
· On October 27, 2011, the City of Waukegan’s Historic Preservation Commission, in response to an application to landmark the Campus, and despite the objection of the County, approved the Campus as eligible for landmark designation.
· In recognition of both the County’s objection to the process, and the City of Waukegan’s interest in historic preservation, the City and the County have agreed to an intergovernmental agreement that preserves the County’s rights as property owner and provides certain recognition of the historic nature of the Belvidere Medical Campus.
· The agreement includes a provision that would give the City a right of first refusal but specific language for this provision has yet to be formulated.
· This resolution authorizes the agreement and also provides County Administration and the State’s Attorney’s Office the authority to finalize the specific language.
