Joint resolution approving an Intergovernmental Agreement (IGA) between Lake County and the Jewish Community Centers of Chicago (JCC) for the completion of an Environmental Review Record (ERR).
Staff Summary
• The Jewish Community Centers of Chicago (JCC) is the recipient of HUD Community Project Funding (CPF) for their Lake Zurich Campus Expansion Project, which requires an Environmental Review Record (ERR), which is a written record that documents compliance with applicable environmental regulations for a project.
• Lake County, as a unit of general local government, is a Responsible Entity (RE) and is authorized to perform the ERR for certain funding entities that do not meet the definition of a RE, such as JCC.
• The terms of the attached Intergovernmental Agreement (IGA) have been reviewed by the State’s Attorney’s Office (SAO) and are consistent with previous IGAs to perform ERRs.
• The terms indicate that Lake County will be reimbursed for all expenses incurred in completing the ERR and will be used to offset the expenses incurred.

RESOLUTION
WHEREAS, Jewish Community Centers of Chicago (JCC) received Community Project Funding (CPF) from the U.S. Department of Housing and Urban Development (HUD) for a Campus Expansion Project in Lake Zurich; and
WHEREAS, CPF requires the completion of an Environmental Review Record (ERR) by a Responsible Entity (RE) as defined in 24 CFR Part 58; and
WHEREAS, JCC does not meet the definition of a RE and has asked Lake County to serve as the RE and complete an ERR for the Project; and
WHEREAS, Lake County agrees to complete the ERR subject to the terms and conditions detailed in the attached IGA.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Intergovernmental Agreement with the JCC is hereby approved; and
BE IT FURTHER RESOLVED, that the County Board Chair is authorized to execute the agreement.
