Joint resolution authorizing and supporting the efforts of Lake County Stormwater Management Commission to submit an Illinois Department of Commerce and Economic Opportunity CDBG Disaster Recovery Planning Program Grant in the amount of $308,903.
Staff Summary
· This grant will fund watershed and flood planning efforts in the Mill Creek Watershed which includes portions of the communities of Grayslake, Gurnee, Libertyville, Lindenhurst, Old Mill Creek, Round Lake Beach, Third Lake, Wadsworth, and Unincorporated Lake County.
· The 31 square mile Mill Creek watershed has twenty-one identified flood problems areas; and all eleven lakes in the watershed are on the IL EPA’s 2010 303(d) list of impaired waters due to water quality concerns.
· The grant funds, if received, will be used to fund a watershed planning effort that will address preventing and mitigating flooding and improving water quality within the Mill Creek watershed.
· The watershed includes the communities of Grayslake, Gurnee, Libertyville, Lindenhurst, Old Mill Creek, Round Lake Beach, Third Lake, Wadsworth, and Unincorporated Lake County. The watershed contains portions of County Board Districts 1, 2, 3, 6, 7, 10, 11, and 16.
· A resolution of support is required for the grant application.

WHEREAS, Lake County Stormwater Management Commission (SMC), on behalf of Lake County, is applying to the State of Illinois for a Community Development Block Grant Disaster Recovery Program grant; and
WHEREAS, it is necessary that Lake County approve the application submission and enter into agreements with the State of Illinois if the grant is awarded;
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that Lake County apply for a grant under the terms and conditions of the State of Illinois and shall enter into and agree to the understanding and assurances contained in said application; and
