Staff Summary
· DCEO has provided modifications to the Trade Adjustment and Globalization Assistance Act grants to the Lake County Workforce Development Department in the amount of $206,268.93 and the WIA Rapid Response grant in the amount of $4,285.84.
· The Trade Adjustment and Globalization Assistance Act grants include funding for individuals certified as eligible under the Trade Act and covers costs associated with training for the fiscal year July 1, 2011 to September 30, 2013.
· The WIA Rapid Response grant includes funding for support service funding to serve the individuals certified as eligible under the Trade Act for the fiscal year November 1, 2011 to June 30, 2013.
· The eligible individuals are workers affected through fifteen plant closings or lay-offs.

WHEREAS, Illinois Department of Commerce and Economic Opportunity has accepted and provided modifications to the Trade Adjustment and Globalization Adjustment Assistance Act and WIA Rapid Response Grants to the Lake County Workforce Development Department; and,

WHEREAS, the total grant modifications for Lake County Workforce Development is $210,554.77; and

WHEREAS, this grant is for the fiscal year July 1, 2011 to November 30, 2012, to provide funding to individuals certified under the Act; and

WHEREAS, this funding is expected to cover training and support services for workers from fifteen plant closings and lay-offs; and

WHEREAS, an emergency appropriation of $210,554.77 is requested to allocate these funds into the Workforce Department’s county fiscal year 2012 budget and authorize acceptance of this grant.
