                     IL Rte 21 (IL Rte 137 to IL Rte 120): Letter of Intent (Committee Approval of LOI)

                     The County Board on June 10, 2008 adopted, as a planning document, the “Plan for Use of the Collar County Transportation Empowerment Funds”, including the $50 million in 2011 state challenge bonds.

                     The state challenge bonds were offered to IDOT towards construction of projects on three state highway corridors on which some engineering effort was already underway: IL 21 (IL 137 to IL 120), US 45 (IL 21 to IL 83) and IL 60 (US 45 to IL 176).

                     The allocation of the 2011 bond money was to be for the projects that IDOT brought forth on these corridors.

                     IDOT has made an initial request of $31 million of said state challenge bonds for the construction of IL 21 (IL 137 to IL 120) in CFY 2011 to widen this existing 2-lane section of highway to 4-lanes.

                     IDOT needs assurance by a signed Letter of Intent (LOI) that said challenge bond funding will be forthcoming before it will commit to finalizing engineering and acquiring all necessary right-of-way needed for construction.

                     A notification letter was sent out to communities on the other two corridors of the pending action by the PWTC on the IDOT LOI.

                     Direction is requested to sign the LOI.
