Staff Summary
· On September 7, 2009, Lake County received program approval and award notification for Lake County EECBG program.
· Lake County has identified that one program area for EECBG funding shall be the Lake County Energy Retrofit Program, including Central Plant Energy Retrofits for the Courts Complex and Administrative Tower.
· An in-depth study of retrofit options for the Heating and Cooling Plant was performed and it has been determined that it is in the County’s best interest to replace the existing heating plant and provide energy retrofits to the cooling plant. This replacement and retrofit will leverage CCIP funding with the EECBG program funding.
· The heating plant replacement will be funded through previously appropriated CCIP funding and the cooling plant retrofit will be funded through EECBG program funding.
· Negotiations were conducted for Engineering Services related to Heating and Cooling Plant Energy Retrofits for the Courts Complex and Administrative Tower in accordance with Sections 5-101 (3) and 6-102 (b) of the Lake County Purchasing Ordinance and the Local Government Professional Services Selection Act.
· It has been determined to be in the best interest of the County to enter into a contract with KJWW Engineering Consultants, PC of Chicago, IL at a reasonable compensation.
· This contract will cost the County $330,500 and is being funded through the Lake County CCIP and the Energy Efficiency and Conservation Block Grant Program.
