Joint Resolution authorizing the Chair of the County Board, the County Clerk and the County Engineer to execute an agreement between Lake County and Gewalt Hamilton Associates, Inc., Vernon Hills, Illinois, for the provision of Phase II engineering services (Design Engineering) for the improvement to the traffic control signals situated at ten (10) intersections along Grand Avenue from IL Rte. 131 to Sheridan Road at a cost of services described of $134,802.62. This resolution appropriates $160,000 of Matching Tax funds for these engineering services designated as Section 08-00279-00-TL.

R E S O L U T I O N
WHEREAS, Grand Avenue is an unmarked state route for which the City of Waukegan provides signal maintenance; and
WHEREAS, it would be beneficial to the safety and welfare of the motoring public if the traffic control signals situated at ten (10) intersections along Grand Avenue between IL Rte. 131 and Sheridan Road could be modernized and interconnected; and
WHEREAS, the City of Waukegan and Lake County have entered into an agreement for the improvement and maintenance of the traffic control signals along Grand Avenue between IL Rte. 131 and Sheridan Road, approved at the June 10, 2008 County Board Meeting; and
WHEREAS, Lake County under terms of said agreement, is the local lead agency for the improvement of said traffic control signals; and
