Joint resolution authorizing the execution of an agreement for the use of federal highway funds between the State of Illinois and Lake County for Phase II design engineering services for the proposed roundabout improvement to the intersection of Cedar Lake Road at Monaville Road and designated as Section 06-00153-07-CH.
Staff Summary

· The County has been allocated federal CMAQ funds to improve this intersection and IDOT administers all federal highway funds.
· Phase I engineering studies are complete and a roundabout is proposed.

· This agreement provides for the county to receive 80% reimbursement of the cost of Phase II.

R E S O L U T I O N
WHEREAS, Cedar Lake Road (County Highway 28) and Monaville Road (County Highway 55) are designated routes on the county highway system; and
WHEREAS, the free flow of traffic at the intersection of Cedar Lake Road and Monaville Road is beneficial to the safety and welfare of the State of Illinois and the county as a whole; and
WHEREAS, Phase I engineering studies are complete and a roundabout is proposed.
WHEREAS, the State of Illinois and Lake County believe it would be beneficial for the safety and welfare of the motoring public if the intersection of Cedar Lake Road and Monaville Road could be improved by installation of a roundabout; and
WHEREAS, Phase II studies are required to utilize federal highway funds for the above-proposed improvements; and
WHEREAS, the State of Illinois and Lake County are desirous of entering into an agreement to utilize federal highway funds for the above-proposed Phase II engineering services (Design Engineering) setting forth the terms and obligations to each agency, a draft of which is attached hereto.
