Staff Summary
· There is a need to retain financial consulting services for the issue of 2011 General Obligation Bonds for the Lake County Division of Transportation.
· Lake County has had a relationship with Speer Financial Inc., Chicago, IL in providing financial consulting since 2004.
· The Purchasing Agent convened and ad hoc review that approved exemption from competitive proposals on the basis Lake County has had a long standing relationship with Speer for these services where the knowledge gained through the relationship adds value integral to the services provided.
· The resolution requests authorization to enter into a contract with Speer Financial Inc., Chicago, IL to provide services for the issue of the 2011 General Obligation Bonds for the Division of Transportation charging account 269-4300030-85020 and future bond issues during the period beginning January 14, 2011 and ending January 13, 2013.

WHEREAS, there is a need to retain financial consulting services for the issue of 2011 General Obligation Bonds for the Lake County Division of Transportation; and
WHEREAS, Lake County has a relationship with Speer Financial Inc., Chicago, IL in providing financial consulting since 2004; and
WHEREAS, in accordance with Article 6 Section 102 of the Lake County Purchasing Ordinance, the Purchasing Agent convened an ad hoc review group that approved exemption from competitive proposals on the basis Lake County has had a long standing relationship with Speer for these services where the knowledge gained through the relationship adds value integral to the services provided.
