Staff Summary
· Central Lake Thruway: TIGER II Grant Application - Phase I Preliminary Engineering Study
· TIGER I is a program under the American Recovery and Reinvestment Act of 2009, TIGER II is a program under the FFY2010 Transportation Appropriations Act.
· The Unified Vision for the Central Lake Thruway (i.e. the IL Rte.120 Corridor) has been unanimously adopted by the eleven corridor municipalities and the county.
· The completion of a Phase I Preliminary Engineering Study for the Central Lake Thruway is an appropriate application for the TIGER program.
· The County previously applied under the TIGER I program but was not selected.
· Funds for the TIGER II Discretionary Grant program are to be awarded by the U.S. Dept. of Transportation on a competitive basis for projects that will have a significant impact on the Nation, a metropolitan area or a region.
· The grant request of $13.3 million, added to the existing federal earmarks, requires a 20% local match of approximately $3.3 million.
· Any grant contract is subject to further county board approval regarding appropriation of the necessary ¼% Sales Tax for Transportation and Public Safety funds.
· The premise of this grant application is that IDOT will step up and accept the role of the management of the Phase I Preliminary Engineering Study if the TIGER II grant is awarded.
