Staff Summary
* The $681,000 Illinois Department of Human Services grant will fund supplies, trips and trainings, indirect expenses, temporary contractual staff, four new staff positions, and offset existing staff salaries and fringe benefits.
* The $681,000 in additional grant funding has not been previously appropriated because the grant resources were secured after the County's adoption of the Fiscal Year 2023 budget.
* The grant award will be for the period July 1, 2023, through June 30, 2024.
* If funding for the positions and services end, and new funding is not secured, the positions and services will be eliminated.

RESOLUTION
WHEREAS, the Lake County Health Department and Community Health Center has received a grant increase delivered by our Prevention Unit; and
WHEREAS, these dollars will provide a legitimate increase in services to Lake County with no impact on local taxes; and
WHEREAS, this grant will be used for four new positions that will be eliminated if or when this grant's funding is no longer available and no other funding source outside of property tax dollars has been identified; and
WHEREAS, this grant amount totaling $681,000 has not been previously appropriated, having been awarded after adoption of the Fiscal Year 2023 budget; and
WHEREAS, the proposed appropriation will be fully offset by the above referenced items thereby not requiring the expenditure of local tax revenue.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that an emergency appropriation in the amount of $681,000 is hereby authorized in the Health Department budget as identified on the listing of expense and revenue budget modifications attached hereto and made part hereof; and
