· EnRoute Emergency Systems, Tampa, Florida has provided the Computer Aided Dispatch System software (CAD) for the Emergency Telephone System Board since 1994.
· There is a need to upgrade the existing CAD to add Law Mobile and Mobile Mapping modules to facilitate interoperability between police, fire and EMS operations.
· The Emergency Telephone Systems Board approved this purchase at their regular meeting on December 1, 2009.
· Pursuant to Article 6, Section 102 of the Lake County Purchasing Ordinance, the Purchasing Agent consulted with an ad hoc review group and determined that this upgrade is exempt from bidding.
· This purchase will cost $268,708 and the total cost charged to account # 910-9000010-84070-000-000-000-00000.

WHEREAS, EnRoute Emergency Systems, Tampa, Florida has provided Computer Aided Dispatch System software (CAD) for the Emergency Telephone System Board since 1994; and
WHEREAS, there is a need to upgrade the current CAD software to add Law Mobile and Mobile Mapping modules to facilitate interoperability between police, fire and EMS operations; and
WHEREAS, the Emergency Telephone System Board approved this purchase at their regular meeting on December 1, 2009.
WHEREAS, in accordance with Article 6, Section 102 of the Lake County Purchasing Ordinance, the Purchasing Agent consulted with an ad hoc review group and determined that this purchase is exempt from bidding on the basis of sole source; and
