Staff Summary
• The Lake County State’s Attorney’s Office (SAO) requests the allocation of $30,000 from its Computer Fraud Forfeiture (Cyber) fund to pay for software renewal costs.
• The Cyber fund has a current cash balance of $201,000.
• The reason for this request is because of our GrayKey software that has been grant funded the last few years, so it was not included in the FY25 budget.
• We did not receive the grant for this year, so the $53,507 expense needed to be paid out of Cyber.
• The remaining estimated software costs are for the Axiom ($7,000), Monolith ($6,000) and Cellebrite Premium ($17,000) licenses that the SAO’s Cyber lab utilizes.

RESOLUTION
WHEREAS, the Lake County State’s Attorney’s Office has a Computer Fraud Forfeiture fund established by fees related to computer fraud cases as well as fees the Lake County police departments pay to use the Cyber lab; and
WHEREAS, the Lake County State’s Attorney’s Office (SAO) will use these funds to renew important software licenses that the Cyber lab utilizes; and
WHEREAS, the SAO requests an emergency appropriation from the Computer Fraud Forfeiture fund in the amount of $30,000 to cover future expenses for the remainder of Fiscal Year (FY) 2025.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that $30,000 is to be appropriated from the Computer Fraud Forfeiture fund balance into expense account 770-3319010-71230 as identified by the attached budget; and
BE IT FURTHER RESOLVED, that the Chair of the Board, the Lake County State’s Attorney, and the Lake County Treasurer are hereby authorized to allow this emergency appropriation.
