Joint resolution authorizing an intergovernmental agreement (IGA) with the City of Fox Lake, Illinois for utilization of Lake County’s law enforcement records management and field based reporting systems.

Staff Summary
· The City of Fox Lake, as part of the Integrated Justice project, has chosen to become a jurisdiction on the Lake County Sheriff’s Office Records Management (TriTechRMS) and Field Based Reporting (TriTechFBR) servers.
· Jurisdictions purchase their own server and client licenses to maintain the products used, as well as maintain their own data on those servers.
· There exist sufficient space on the servers to host multiple jurisdictions and the various Lake County Departments encourage the addition of outside jurisdictions for purposes of data exchange.
· The City of Fox Lake will annually reimburse Lake County for space on the servers, as well as maintain the connectivity required to facilitate their use of the system.
· The City of Fox Lake’s city council approved the IGA and awaits County approval.

Body
This Agreement is entered into by and between the County of Lake, a body politic and corporate (the “COUNTY”), the Village of Fox Lake Police Department (the “VOFLPD”), and the Lake County Sheriff (the “SHERIFF”).

WHEREAS, the COUNTY has implemented the Lake County Integrated Justice System (the “SYSTEM”) which operates in part via software developed, maintained and licensed by the vendor VisionAir, Inc. - A TriTech Company;

WHEREAS, the SYSTEM includes such applications as VisionRMS (Records Management System), VisionMobile (Mobile Data Terminals), VisionCAD (Computer Aided Dispatch), NetMotion (Mobile VPN Solution) and VisionFBR (Field Based Reporting) (the “APPLICATIONS”);

WHEREAS, the SHERIFF is a participating user of the SYSTEM and its APPLICATIONS;

WHEREAS, the SHERIFF and the COUNTY encourage increased use of the SYSTEM and its APPLICATIONS by appropriate, affiliated, outside law enforcement agencies and organizations;
