Resolution requesting the Lake County Board to consider proposed text amendments to the Watershed Development Ordinance adopting the latest floodplain maps prepared by the Federal Emergency Management Agency.

Staff Summary
· The Federal Emergency Management Agency (FEMA) has re-evaluated and revised the Flood Insurance Study (FIS) and the Flood Insurance Rate Map (FIRM) within Lake County. Appendix C along with minor text amendments updating to a new vertical datum reference of the Lake County Watershed Development Ordinance (WDO) has been amended.
· These text amendments must be adopted prior to September 18, 2013, so Lake County may remain in good-standing in the FEMA National Flood Insurance Program (NFIP).
· The Lake County Stormwater Management Commission has approved the proposed amendments and recommends that the text of the WDO be amended in accordance with Exhibit A.
Body
WHEREAS, the Lake County Board established the Lake County Watershed Development Ordinance for the purpose of establishing minimum countywide standards for new development in order to minimize flooding and water quality impacts and the associated economic impacts, and to provide the development of uniform drainage and storm water management practices in Lake County, and

WHEREAS, the Lake County Board adopted the Watershed Development Ordinance (WDO) effective October 18, 1992 and amended same on July 12, 1994, August 10, 1999, October 10, 2000, August 14, 2001, November 8, 2005, January 10, 2006, October 10, 2006, November 18, 2008, and July 10, 2012.

WHEREAS, in order to remain in “good standing” in the FEMA NFIP program, the County must periodically amend the WDO to reflect the revisions and regulations of the FEMA NFIP; and

WHEREAS, the Commission of Lake County Stormwater Management has reviewed the proposed amendments regarding a change in the vertical datum from National Geodetic Vertical Datu...
