Joint resolution authorizing the execution of an Agreement for Professional Services with AECOM Technical Services, Inc., in the amount of $994,447 for construction related services associated with the Mill Creek WRF Expansion Project.

Staff Summary
· The Mill Creek Water Reclamation Facility is being expanded from 1.0 MGD to 2.1 MGD and AECOM Technical Services, Inc. was the firm that provided design and drawing preparation for construction bid documents.
· The award for construction of this expansion to Joseph J. Henderson, Inc., is being authorized under a separate resolution.
· Construction related services are required for specialized field inspection and engineering services during a 21month construction period and an agreement has been negotiated with AECOM for this work.
· Construction activities are scheduled to begin in January 2010 and be completed by September 2011.
· The County has had a satisfactory relationship for professional services with AECOM on the design of this project and other major construction contracts in the past.
· This resolution authorizes and directs the Purchasing Agent to execute an Agreement for Professional Services with AECOM Technical Services, Inc., Sheboygan, WI, in the amount of $994,447 for engineering services associated with the Mill Creek WRF Expansion Project.

WHEREAS, the County of Lake owns, operates and maintains the Mill Creek Water Reclamation Facility serving the Northeast Lake Facilities Planning Area; and

WHEREAS, an expansion and upgrades to the Mill Creek Water Reclamation Facility are necessary to serve the communities within the facilities planning area and to satisfy regulatory requirements of the Illinois Environmental Protection Agency; and
