Staff Summary
· The toilets in the Administrative Segregation Unit (ASU) of the Babcox Justice Center are equipped with shut off units that are designed to automatically shut off the water to the toilet to prevent inmates from flooding their cells.
· A total of 47 of these Flood Buster units have failed.
· The facilities manager has certified an emergency condition exists and immediate action was necessary to prevent a safety and security threat.
· This is to ratify an Emergency Procurement authorized by the facilities manager with Diemer Plumbing and Excavating LTD of Antioch, IL in the amount of $74,119.
Body
WHEREAS, in accordance with Section 6-103 of the Lake County Purchasing Ordinance, an emergency replacement of 47 Toilet Flood Busters is necessary; and
WHEREAS, Lake County Facilities Management does not have the resources available to replace these systems; and
WHEREAS, the Facilities Manager and the Babcox Justice Center Administration has certified that an Emergency condition existed necessitating immediate action to prevent a threat to safety and security; and
WHEREAS, the Purchasing Agent issued an Emergency Purchase Order for the disconnection, removal and replacement of the failed units; and
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Emergency Procurement authorized by the Facilities Manager and Purchasing Agent with Diemer Plumbing and Excavating, LTD of Antioch, IL in the amount of $74,119 to disconnect, remove and replace 47 failed Toilet Flood Busters from the jail cells in the Administrative Segregation Unit (ASU) of the Babcox Justice Center charging the total cost to account # 101-1220010-82020-033-000-000-00000 is ratified.
