* The County has the need for engineering services related to the design of building automation for various facility assessment projects.
* In accordance with the Lake County Purchasing Ordinance, a Statement of Interest was issued for Building Automation and Control Networks (BACnet) for building automation consulting services.
* Responses were received on February 27, 2014 from two firms.
* Appin Associates, Winnipeg, Manitoba, Canada, was determined to be the most qualified firm to provide professional engineering services related to the design of building automation for the various facility operations assessment projects.
* The contract authorizes a professional services agreement with Appin Associates, Winnipeg, Manitoba, Canada, for engineering services related to the design of building automation for various facilities assessment projects in an amount not to exceed $110,240.

WHEREAS, the County has a need for engineering services related to the design of building automation, for various Facility assessment projects; and
WHEREAS, a Statement of Interest for engineering services was issued; and responses were received from two firms and opened at the Central Permit Facility, Libertyville, Illinois on February 27, 2014; and
WHEREAS, responses were evaluated based on qualifications, project methodology and experience in projects of similar scope, complexity and size; and
WHEREAS, the selection committee determined that Appin Associates, Winnipeg, Manitoba, Canada, was the most qualified firm to provide professional engineering services for this project; and
