· Change orders need to be approved by the standing committees for cumulative net increases over 10%.
· The Deerfield Rd. Bike Path project is under an original awarded contract at bid unit prices totaling $2,143,834.73.
· The last change order, #10, was a pre-final balancing change order for field measurements of completed work representing an increase of $81,254.33.
· The total of Change Orders 1-10 is $293,519.65, with the major cost with earlier change orders mainly due to the re-design of 4 walls that are part of the tunnel under the Tollway ramp. The original bid material of small modular block was later found to be limited only to wall heights of 7’ or less due to IDOT policies. For this project’s taller walls of about 14’, LCDOT changed the wall material to a heavy block material to comply. Several other field changes to address unforeseen circumstances contributed as well. Many of these addressed safety concerns such as adding a truck detour so long vehicles did not have to negotiate the tight conditions on the Tollway ramp during construction.
· This project is on a deadline of June 30, 2009 for financial closeout with final contractor payment so the County can provide proper invoice billing to IDNR for its awarded Bike Illinois Grant of $134,900.
· A balancing change order puts awarded quantities into balance with final field measurements so final payment can be made to the Contractor for actual work completed.
· The estimated final balancing Change Order #11a is a deduction in the amount of $49,691.46, which still leaves the project at a cumulative net increase over 10%.
