Staff Summary
· There is a need to obtain Orthorectification Services of historical aerial photography of Lake County for the GIS Division of the Information Technology Department.
· Orthorectification is a process by which existing scanned historical aerial photography is referenced so that it will overlay existing Lake County GIS data, allowing GIS users to measure distances and easily compare to other years of photography.
· Historical aerial photography is used by the Chief County Assessment Office, Planning Building and Development, Stormwater Management and the Health Department in day-to-day operations and the Lake County Forest Preserve District and other conservation-oriented groups use it as part of their planning process to restore land to a natural state.
· The Illinois State Geological Survey Division of the University of Illinois has proposed Orthorectification Services of scanned historical aerial photography from the years 1961, 1980-81, 1984-86, and 1993 and there exists a long standing and successful relationship with the Illinois State Geological Survey Division who has provided similar professional services for Lake County.
· The Purchasing Agent convened an ad hoc review group that approved bid exemption on the basis that there exists a long standing, successful relationship for professional services, and the knowledge gained through this relationship adds value integral to the services provided for these services.
· The contract will cost $51,988 charged to account 101-1300050-71730-000-000-000-00000.
