Joint resolution approving an Intergovernmental Agreement (IGA) between Lake County and the Waukegan Park District for the completion of 24 CFR Part 58 Environmental Review Records (ERRs).
Staff Summary
• The Waukegan Park District (WPD) is the recipient of HUD Community Project Funding (CPF) for their Carnegie Museum Project and is in need of an Environmental Review Record (ERR).
• Lake County has already completed an ERR for Community Development Block Grant (CDBG) funding allocated to the project.
• Lake County, as a unit of general local government, is a Responsible Entity (RE) and authorized to perform ERRs on behalf of the WPD.
• The attached Intergovernmental Agreement (IGA) has been reviewed by the State’s Attorney’s Office (SAO) and defines the terms and conditions for the completion of the ERR.

RESOLUTION
WHEREAS, the Waukegan Park District (WPD) has received Community Project Funding (CPF) from the U.S. Department of Housing and Urban Development (HUD) for renovations at the former Carnegie Library (the Project); and
WHEREAS, CPF requires the completion of an Environmental Review Record (ERR) by a Responsible Entity (RE) as defined in 24 CFR Part 58; and
WHEREAS, WPD does not meet the definition of a RE and has asked Lake County to serve as the RE and complete an ERR for the Project; and
WHEREAS, Lake County agrees to complete ERRs subject to the term and conditions detailed in attached IGA.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Intergovernmental Agreement with the Waukegan Park District is hereby approved; and
BE IT FURTHER RESOLVED, that the County Board Chair is authorized to execute the agreement.
