Resolution authorizing participation as a member in the Illinois Emergency Management Mutual Aid System response pursuant to an intergovernmental agreement for the establishment of a mutual aid intergovernmental service agreement.
Staff Summary
* The Illinois Emergency Management Mutual Aid System (IEMMAS) is an agency-based agreement between local governments that provides for mutual aid to agencies that may need support from other emergency management agencies in times of disaster or emergency. Like other mutual aid structures, this agreement is supported by the staff, equipment, and resources willingly provided by the signatory members of the agreement.
* Lake County has an existing IEMMAS agreement that was signed in 2009.
* Statewide resources available include equipment, manpower, and leadership personnel.
* IEMMAS is managed and maintained under the Illinois Emergency Services Management Association (IESMA).
* IEMMAS can expedite the coordination and arrival of mutual aid and maintains an up-to-date and readily accessible listing of available statewide resources.
* IEMMAS also coordinates leadership support from member agencies who have experienced similar disasters, as well as coordinates with other mutual aid agencies such as MABAS, ILEAS, IPWMAN, ISARC, and others.
* Mutual aid is voluntary and participating in the agreement is no cost.

RESOLUTION
WHEREAS, the Lake County Board has long since, pursuant to Ordinance, established an Emergency Management Agency/Emergency Services and Disaster Agency of the Lake County Board pertaining to appropriate functions in the case of an emergency; and
WHEREAS, it is recognized that at any given time emergency situations may occur that are beyond the capacities of the Lake County Emergency Management Agency/ Emergency Services and Disaster Agency to deal effectively with in terms of personnel, equipment and material resources; and
