Joint resolution authorizing acceptance of additional Emergency Solutions Grant (ESG) funds from the State of Illinois.

Staff Summary
· The Homeless Emergency Assistance and Rapid Transition to Housing Act of 2009 (HEARTH Act) amended the McKinney-Vento Homeless Assistance Act resulting in the new ESG program.
· Historically, the State of Illinois has entered into direct agreements with homeless service providers in Lake County and throughout the rest of the state for these funds.
· The HEARTH Act requires greater coordination between states and local Continuums of Care.
· Lake County Community Development is the lead entity for the Lake County Continuum of Care and coordinated the application effort for the new ESG funds to the State of Illinois, with input and participation from the member organizations of the Lake County Coalition for the Homeless.
· As the lead entity of the Continuum of Care, the State of Illinois is providing a portion of these funds to Lake County Community Development.
· This resolution authorizes the acceptance of these funds for administration and Homeless Management Information System (HMIS - ServicePoint), in the amount of approximately $15,000.
· The actual award, use and amount of funds is contingent upon acceptance of the allocation plan by the State of Illinois, whereupon a subsequent resolution will be presented with the requisite emergency appropriations.

WHEREAS, the Homeless Emergency Assistance and Rapid Transition to Housing Act of 2009 (HEARTH Act) amended the McKinney-Vento Homeless Assistance Act, including changing the Emergency Shelter Grants program to the new Emergency Solutions Grants program; and

WHEREAS, the State of Illinois, as a recipient of ESG funds, must coordinate with local Continuums of Care to determine allocations of funds; and
