Title

Proposed Revisions to the Onsite Wastewater Treatment Systems (OWTS) Program Administrative Procedures and Policies - Mackey

Body

Lake County Code of Ordinances Chapter 171 authorizes and directs the Health Officer to develop procedures, practices, and policies to interpret and enforce the rules and regulations in the Chapter. The OWTS Program Administrative Procedures and Policies, referenced in Chapter 171, provide direction to staff on how to enforce and interpret the Chapter, conduct the activities of the program, and help assure consistency and continuity in program policies and procedures. Revisions are proposed to the current OWTS Program Administrative Procedures and Policies to provide clarity on:

Requirements when adding water using fixtures to an accessory building.

When photos are recommended for septic failure and public nuisance cases investigations.

The requirements for submitting and accepting a “final grade and seed” letter when the work cannot be completed.

Steps to take when sampling a surface discharging OWTS when staff determine that chlorine is not detected in the discharge.

These proposed revisions were reviewed and approved by the Environmental Health Advisory Committee at their May 13, 2024, meeting.

Suggested Motion

To approve the OWTS Program Administrative Procedures and Policies as revised.
