Joint resolution authorizing a series of line item transfers related to facility maintenance within Winchester House and an emergency appropriation for the Finance & Administrative Services Department (FAS) with offsetting increase in revenue from indirect services from Winchester House in the amount of $836,512.
Staff Summary
· The Lake County Facility Division currently maintains multiple County facilities including buildings on the Libertyville campus.
· Winchester House previously had a stand alone maintenance staff and by combining the facility staff at Winchester House with the FAS staff greater efficiencies have been achieved for multiple County facilities.
· It is recommended that certain funding for Winchester facility costs be transferred to FAS facilities division to reflect these changes.
· Winchester Houses total budget will remain unchanged as certain facility costs will be included in a revised indirect rate.
· Facilities budget will be increased with offsetting revenue from the revised indirect rate.

WHEREAS, the Lake County Facility Division currently maintains multiple County facilities; and,
WHEREAS these facilities include buildings on the Libertyville campus; and,
WHEREAS Winchester House previously had stand alone maintenance staff; and,
WHEREAS by combining the facility staff at Winchester with the FAS facility staff, greater efficiencies have been achieved for multiple County facilities.
NOW,THEREFORE BE IT RESOLVED that certain costs for Winchester facility maintenance be transferred to the Finance & Administrative Services Department with offsetting costs to be included in Winchester House’s indirect rate.
BE IT FUTHER RESOLVED, by this County Board that an emergency appropriation per the attached spreadsheet in the amount of $836,512 is hereby authorized in the Finance & Administrative Services Department (Fund 101) budget with equal and offsetting increases in revenue from the Winchester House indirect rate.
