Resolution requesting Governor Quinn veto a provision in House Bill 2418 mandating the establishment of Lake County Board of Elections.

WHEREAS, on May 30, 2013 the General Assembly passed House Bill 2418; and
 
WHEREAS, House Bill 2418 originally pertained to nominations and vacancies for School Board members; and
 
WHEREAS, House Bill 2418 was amended to include more general and substantive amendments to the election code; and
 
WHEREAS, one of the substantive amendments (Senate Amendment 2) mandates the creation of an election commission in Lake County; and
 
WHEREAS, this bill treats Lake County voters differently than any other county in the state by eliminating a referendum for voters to approve; and
 
WHEREAS, it is estimated that as a result of this provision in House Bill 2418, approximately $500,000 to $700,000 in additional costs will be charged to the taxpayers of Lake County; and
 
WHEREAS, Lake County's delegation overwhelmingly rejected the amendment with four out of five Lake County Senators and five out of nine Representatives opposing this provision; and
 
NOW, THEREFORE, BE IT RESOLVED, that this County Board of Lake County, Illinois, opposes the provision of House Bill 2418 that takes away the voters right to vote on the establishment of an election commission in Lake County and urges Governor Patrick Quinn to veto the language on page 87 of House Bill 2418 pertaining to Lake County.
