Joint resolution to execute the necessary documents to submit the 2009 Continuum of Care Homeless Assistance Application.

Staff Summary
· The U.S. Department of Housing and Urban Development (HUD) announced the availability of approximately $1.43 billion for homeless assistance programs, of which Lake County is eligible to apply for at least $1,301,566 with potential bonuses totaling an additional $157,954.
· Since 1998, Lake County has assumed a leadership role in organizing the homeless assistance planning process required under the Continuum of Care (CoC) and the County annually submits an application for homeless assistance funding.
· Lake County’s Advisory Planning Group (APG), comprised of over 20 homeless service providers, government entities, homeless and formerly homeless persons, and other human service agencies will develop the funding recommendations for FY09 Continuum of Care funds.
· The Community Development Commission (CDC), which has been overseeing this process, meets the evening of October 28. This resolution is contingent upon the CDC approving the funding recommendations.
· The final Continuum of Care application must be submitted to HUD by November 9, 2009.

RESOLUTION

WHEREAS, the U.S. Department of Housing and Urban Development is making available through a nationwide competition some $1.43 billion for assistance to homeless individuals and families through its Continuum of Care Homeless Assistance NOFA; and

WHEREAS, the U.S. Department of Housing and Urban Development is encouraging the coordination of efforts among homeless service providers and units of local government; and
