Joint Resolution authorizing the award of Lake County Affordable
Housing Program Funds (Account #101-1102030-72720).
Staff Summary
• In FY08, the Lake County Board allocated $300,000 to the Lake County Affordable Housing Program in order to increase affordable housing opportunities for residents of Lake County. Also available is $166,085 in reprogrammed funds from prior years, making a total of $466,085 available for FY08.
• Presentations were made to the Health & Community Services Committee on July 29th by ten applicants requesting a total of $1,121,000. In addition to the ten applications, the County Community Development Division requested an allocation of 7% of the available LCAHP funds for administration of the program.
• At the conclusion of the Health & Community Services Committee review of the submitted funding requests, the Committee discussed each application. Funding recommendations were suggested for eight of the applications and the County Community Development Division’s administration. The Committee then instructed staff to prepare a Joint Resolution for the August County Board meeting, incorporating the Committee’s recommendations.
• Staff subsequently had discussions with those applicants who were not recommended for funding at their requested amount and who would have to make choices regarding the activities they would carry out at the reduced funding levels. In the cases of the Community Action Partnership of Lake County, Habitat for Humanity, and the Highland Park Illinois Community Land Trust, a reduction in the scope of activities was agreed upon.
