Staff Summary
· This grant provides up to 75% cost-share funding for the purchase of eleven (11) floodprone properties throughout the County from owners that have voluntarily participated.
· SMC has entered into an agreement with the Illinois Emergency Management Agency (IEMA) to manage the acquisition and demolition of the eleven (11) properties.
· SMC will be reimbursed by the Illinois Emergency Management Agency from this grant award for grant management and technical services.

Body
WHEREAS, Lake County Stormwater Management Commission (SMC) is undertaking a voluntary floodprone property buyout project through the 2008 Pre-Disaster Mitigation (PDM) Grant to purchase and demolish eleven (11) floodprone properties throughout Lake County; and

WHEREAS, the Stormwater Management Commission has entered into an agreement with the Illinois Emergency Management Agency (IEMA) to manage the entire grant project, through property appraisals to structure demolitions and property restoration as perpetual open space; and

Whereas, the SMC has authorized staff time for grant management and technical services toward the cost of implementing the 2008 PDM Grant; and

WHEREAS, the SMC has entered into an agreement with IEMA to receive $1,577,922 from the PDM Grant Program, which includes up to $100,426 of administrative reimbursement. The balance of the project cost share of $531,431 will come from the SMC and/or local government partners toward the cost of purchasing floodprone properties located within the floodplain and the incremental amount of $11,119 is not included in the current year budget.
