· A segmental concrete block retaining wall on the east side of Fairfield Road north of Rte. 60 is failing.
· The County Engineer declared an emergency procurement situation existed because of the eminent danger of accompanying failure to the highway road surface and lack of time to design, bid and construct before the winter season.
· This resolution authorizes the necessary professional engineering services, the emergency contract and construction repairs in the appropriation of $120,000 of Matching Tax funds for these services.

RESOLUTION

WHEREAS, Fairfield Road (County Highway 49) is a designated route on the county highway system; and

WHEREAS, there exists a segmental block retaining wall along the east side of Fairfield Road north of IL Route 60; and

WHEREAS, said retaining wall has partially failed and show signs of further deterioration; and

WHEREAS, further deterioration and failure of this wall may cause the pavement of Fairfield Road to also fail; and

WHEREAS, in order to remedy this failing retention wall professional engineering services and contract construction services are required; and

WHEREAS, in accordance with Article 6-103 of the Lake County Purchasing Ordinance, the County Engineer of Lake County declared that an emergency exists and that the emergency procurement of professional engineering service in contract construction services is required; and
