Staff Summary
· In 2006 Lake County entered into a contract with Advanced Utility System to provide a Utility Billing System in the amount of $365,000.
· There is a need to upgrade the Utility Billing software involving modifications to the system database, Graphical User Interface (GUI), security and reporting and provide a custom modification which will allow tracking of the installation and testing of commercial backflow protection devices.
· Advanced Utility Systems, is the logical firm to provide these services as the Developer of the Utility Billing Software System.
· The Purchasing Agent convened an ad hoc review group that approved bid exemption on the basis that the upgrade and backflow modification are available from only one source, the original software developer.
· This contract will cost the County an amount estimated not to exceed $95,000 charged to account #610-4887799-84040-000-000-000-48310.

R E S O L U T I O N

WHEREAS, in 2006 Lake County entered into a contract with Advanced Utility System to provide a Utility Billing System in the amount of $365,000; and

WHEREAS, there is a need to upgrade the Utility Billing software involving modifications to the system database, Graphical User Interface (GUI), security and reporting and provide a custom modification which will allow tracking of the installation and testing of commercial backflow protection devices; and

WHEREAS, Advanced Utility Systems, is the logical firm to provide these services as the developer of the Software System; and
