Resolution approving the revisions to the Housing and Community Development Commission (HCDC) Citizen Participation Plan (CPP).
Staff Summary
* The U.S. Department of Housing and Urban Development (HUD) requires Lake County to adopt a Citizen Participation Plan (CPP) that sets forth the jurisdiction's policies and procedures for citizen participation in decisions related to administration of HUD funding.
* The CPP defines reasonable notice and opportunity to comment on policies on proposed changes to planning documents, including but not limited to; the CPP, Consolidated Plan and Annual Action Plan (AAP).
* The proposed revisions clarify the process for the submittal of inquiries and/or grievances to HCDC.

RESOLUTION
WHEREAS, the U.S. Department of Housing and Urban Development (HUD) requires Lake County to adopt a Citizen Participation Plan (CPP) that sets forth the jurisdiction's policies and procedures for citizen participation in decisions related to administration of HUD funding; and
WHEREAS, the CPP defines the policies and procedures to encourage citizen participation in the development of the consolidated plan, any substantial amendment to the consolidated plan, and the performance report; and
WHEREAS, the CPP describes the appropriate and practicable procedures to handle complaints from its residents; and
WHEREAS, the changes to the CPP clarify complaint procedures; and
WHEREAS, in accordance with the CPP a public meeting was held to discuss the CPP amendments including a public hearing at the July 16, 2025, meeting of the Housing and Community Development Commission (HCDC); and
WHEREAS, following the public hearing on July 16, 2025, the Lake County HCDC voted to approve the Citizen Participation Plan.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the HCDC Citizen Participation Plan as amended, attached hereto, is hereby adopted for use by HCDC.
