Staff Summary
· The Lake County Jail currently has a contract for electronic monitoring that services approximately 150 persons at any one time. The electronic monitor service was bid to seek a more favorable contract for Lake County.
· Lake County desires to enter into a 2-year contract with Sentinel Offender Services, Irvine, CA for inmate monitoring services.
· Lake County extended an Invitation to Bid to sixteen (16) potential contractors and sealed bids were received from six (6) contractors.
· Sentinel Offender Services, was the low, responsive, and responsible bidder in the amount of $161,184. Other bids received ranged in the amounts of $162,415.75 to $259,915.
· This contract amount is $161,184 and will be charged to account #101-3008110-79940-000-000-000-00000.

WHEREAS, in accordance with Section 4-102 of the Purchasing Ordinance of Lake County, IL bids were called for by publication for inmate monitoring services for the Lake County Jail; and
WHEREAS, subsequent to said publication, invitations for bids were extended to sixteen (16) contractors; and
WHEREAS, sealed bids were received from six (6) contractors and opened in the County Building, Waukegan, Illinois on Tuesday, October 13, 2009, at 2:00 p.m.; and
WHEREAS, Sentinel Offender Services, Irvine, CA is the lowest responsive and responsible bidder in the amount of $161,184; other bids received ranged in the amount of $162,415.75 to $259,915.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent to enter into a 2-year contract with Sentinel Offender Services, Irvine, CA for inmate monitoring services for the Lake County Jail, in the annual amount of $161,184 with renewal options charging ...
